The event was attended by Mr. Bui Xuan Dung, Deputy Minister of Construction; Mr. Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labour; Mr. Pham Hoai Phuong, President of the Vietnam Construction Trade Union, together with representatives from ministries, agencies and organisations within the construction sector. Representing Phuc Hung Holdings were Mr. Cao Tung Lam, Chairman of the Board of Directors; Mr. Dang Trong Duc, Chief Executive Officer; Mr. Luong Thanh Thai, Deputy Chief Executive Officer and Executive Director of the HH2 Gamuda Project, along with a large number of union members and employees of Phuc Hung Holdings.
Speaking at the ceremony, Deputy Minister Bui Xuan Dung emphasised that the theme of the 2026 Month of Action on Occupational Safety and Hygiene is: “Innovating Management and Enhancing the Effectiveness of Occupational Safety and Hygiene in the Digital Era”. At the same time, the Ministry of Construction has identified 2026 as a pivotal year, marking the transition from a reactive approach to proactive risk prevention in occupational safety and hygiene management.
At the conference, Mr. Pham Hoai Phuong, President of the Vietnam Construction Trade Union, stated that construction is a sector with a high risk of occupational accidents; therefore, safeguarding the lives and health of workers must be regarded as a core responsibility of both enterprises and trade union organisations.
One of the highlights of the conference was the orientation toward applying technology and digitalising construction site management, initiatives that Phuc Hung Holdings has been actively implementing across its major projects.
Representing Phuc Hung Holdings, Chief Executive Officer Dang Trong Duc affirmed that occupational safety and hygiene is not only a mandatory legal requirement but also a profound voluntary commitment of Phuc Hung Holdings.
The HH2 Gamuda (Central Park) Project, for which Phuc Hung Holdings serves as the Design and Build General Contractor, comprises three 40-storey towers with a total gross floor area of approximately 400,000 square metres and nearly 3,000 apartments, expected to be launched in August 2026. Phuc Hung Holdings has implemented a FaceID facial recognition system to control workforce access to the construction site and will pilot the “Green Card” model - an initiative originating from Malaysia. This “safety passport” requires workers to undergo training and pass safety assessments before entering the construction site. It is hoped that this pilot model will serve as a basis for the Ministry of Construction and the Vietnam General Confederation of Labour to study and replicate across projects nationwide.
The launching ceremony is not only an annual activity but also demonstrates a strong commitment to innovating management practices, improving risk prevention efficiency, and building a safe, modern and sustainable working environment within the construction industry.

Speaking at the ceremony, Deputy Minister of Construction Bui Xuan Dung stressed that the application of technology, early warning systems, and enhanced accountability of investors and enterprises would contribute to better control of safety risks. More importantly, each worker must strengthen self-protection awareness and strictly comply with occupational safety and hygiene regulations

At the ceremony, Mr. Hoang Hai, Director General of the State Authority for Construction Quality Inspection, stated that although certain limitations remain, occupational safety and hygiene management in the construction and transport sectors has received increasingly comprehensive attention, from improving the legal framework and issuing directives and guidelines to strengthening communication, inspection, legal dissemination and the implementation of practical activities, thereby enhancing the effectiveness of labour safety management

Mr. Pham Hoai Phuong, President of the Vietnam Construction Trade Union, affirmed that labour safety is a fundamental right of workers. The Trade Union will continue to innovate its activities, promote the role of safety and hygiene officer networks, and intensify the “Green - Clean - Beautiful” emulation movement, with a firm commitment to preventing occupational accidents that may endanger workers’ lives and health
